Enclosure 13.
Hon. Colonial Secretary.

I forward statement made by Sam Yin to me regarding the entry in the list of bribed persons having reference to No. 3, which Sam Yin says meant European Sergeant No. 3.
This statement differs in no material point from that made in Sam Yin's original statement vide enclosure K of my letter of the 27th July.
I also enclose copy of a statement made by P.C. 137 Han Hang, who gave direct evidence of paying bribes to Holt.
Han Hang says that Yeung Fat used to receive bribes for Molver and Holt, and also that it was a matter of common knowledge on the detective staff that Stanton and Quincey were bribed. Yeung Fat when questioned on the subject previous to his banishment denied having paid money to any one.
Molver and Holt were detective sergeants, only Stanton and Quincey the Detective Inspectors.
In view of Witchell's conviction, Holt's practical plea of guilty, and the correctness of all Sam Yin's statements hitherto tested, and in view of Han Hang's evidence, I am convinced that McIver like the whole of the rest of the Detective
